Resumen
Colombia's accession to the OECD has raised positive expectations. It would induce greater international comparison of its performance in science, technology and innovation, and better policies. The text discusses the readings made possible by the OECD indicators and the European Union's Regional Innovation Index (RIS), and the evidence provided by its application in Bogota-Region. This reveals: a growing backwardness vis-a-vis developed country regions and Latin American capitals; a more comprehensive and inclusive perspective on RIS; and the need for indicators to capture regional specificities and explain results that are at odds with those recorded in developed countries.
