Resumen

This paper presents an overview of the energy auctions for long-term contracts in Colombia. It emphasizes its main design features, the rationale for choosing them according to the local context and the effects observed in terms of number of bidders, rate of disqualified bids, product attractiveness and PPA bankability. The analysis highlights the policy dilemma when attempting to balance complete opposing interests among electricity suppliers and retailers. The results are in line with the lock-in theory reinforcing the need for specific government intervention in the electricity market.
