Resumen

The covid-19 pandemic caused unprecedented transformations in social, economic, political, and cultural relationships and deepened existing inequalities.
Its impact is undeniable. The pandemic has highlighted the criticality of the
health system in promoting the welfare of individuals, families, and communities, as well as ensuring economic stability. However, it has also exposed the
deficiencies of health systems that are unable to effectively deal with health
emergencies due to fragmented health infrastructure, underfunding, and
inadequate investment in healthcare workers, which, in turn, have resulted
in a lack of universal access and coverage (ops, 2012; Naciones Unidas, 2020;
cepal-ops, 2020; cepal, 2021).
