The municipality of Manizales (Colombia), is characterized by being constructed in an area of strong and steep topography, is settled on the central mountain chain in a seismically active sector. The last decades a series of tragedies have struck the territory, with fatalities involved. These special conditions, have established strong determinants for urban planning, which is reflected in high parameters in terms of housing construction, as strong transformations of the territory are required to give guarantees and allow urban development and articulate the dynamics of growth of the city. This causes that at critical moments, the lack of developable land, high population growth rate and lack of adequate public policies that anticipate critical scenarios, it generate cyclical conditions of emergency in the city, where the no-formal urbanizations process, are creating conditions that makes tragedies happens. In this sense, Manizales city have an example of self-management and self-construction that responded adequately to populations needs at that time, the use of strategies and models of common and participatory action, where the construction of Barrio El Caribe and Alto Caribe are a clear example. The neighborhood were transformed from an informal dwellings area to an urbanized sector which currently has all services and required land uses for an adequate housing area.
