Descripción

It is a fact that the legislative system in Colombia has organized the instances that guard the national heritage, the properties to be kept and the criteria through which is defined what should be considered patrimony nationwide. Through the process of decentralization, local authorities have welcomed such legislation, making adjustments to better fit their specific needs. For which, the national structure that regulates, judges and endorses the actions in the field of heritage are also reflected in the modes of organization of the territorial entities mentioned above. The Valle del Cauca is one of them. and the assessment of its architectural wealth is the area in which this research project is inscribed. Since 1998, I have been an active member of the Departmental Council of Patrimony of the Valle del Cauca and the Municipal Council of Patrimony of the municipality of Santiago de Cali. That experience has led me to observe the deep gap between the purposes of wealth protection pursued and guarded by the Colombian State and the appreciation of the owners (natural and legal persons), as well as communities and architects. In accordance with the experience gained during these years and the attention to the conflicts that have risen in this context, I believe that one of the major causes of the mentioned gap has to do with the lack of processes of assertive outreach of the law, and the consequent appropriation of their benefits by the communities, owners and architects. as a result, this project seeks to conceive, design and perform an outreach strategy that, interprets the legislation in force, in the field of architectural heritage in the Valle del Cauca. Will be presented to the community (owners, architects and other interested people) a perspective understandable and adjusted to the reality of the architectural heritage that we share and belongs to us. To achieve this purpose, this research welcomes the State of the art, as a method of investigation and focuses on the following specific objectives: 1. Compare and observe the physical existence of the property with the architectural listings that the Nation, the Departments and the municipalities have declared as heritage; 2. Make a photographic record of the current status of existing assets; 3. Facilitate the assimilation of information, through the translation into visual hermeneutics the legal language that is expressed in the law.
