Descripción

The design of Emergency Medical Service (EMS) systems involves several complex and interconnected tactical decisions such as the number and locations of ambulance stations and the number and locations of the vehicles, and operational decisions such as choice of dispatching policy and the relocation of vehicles in strategic areas. In most EMS systems, these complex decisions depend on the experience and ability of the operator. This empirical approach does not guarantee the best service level, given the available resources (fleet, staff, information system, etc.). Even worst, decisions can negatively influence the service quality of future calls. With a very limited medical service fleet, EMS companies in Colombia have to attend the variable stochastic demand of many clients in the presence of adverse conditions such as traffic congestion and high occupation of hospitals. This project considers the main deterministic and probabilistic models of assignment, localization and dynamic relocation of vehicles in the attention of medical emergencies. We seek to select and/or propose some adequate models and preparedness functions (i.e., the way of evaluating the ability to serve potential patients) to achieve the required balance between service level and costs, keeping in mind real restrictions of EMS’s companies. Because these models are computationally difficult to solve, solution methods will be proposed in order to give an efficient solution within a prespecified target time.
