Mapping the barriers to the successful implementation of HIV/AIDS related health policies in Cartagena, Colombia

The need here is to understand the factors that would affect the implementation of the national response, or any other HIV/AIDS related policies, in a city like Cartagena where health policies are crucial to limit the HIV epidemics. It is also necessary to understand which steps of the policymaking process those factors impede the most. This research aspires to identify those factors and understand to what extent they will become a barrier to successful implementation. For example, is the policy formulation adapted to the Cartagena context? Are the resources and capacities of the implementers enough to implement the policy? Does the implementers¿ ideology influence the implementation? Do the relationships between the different actors influence the implementation? Do the implementers have sufficient knowledge to implement the policy?
