Explanations about financing innovation (Pecking Order, Passive Search, Catalysing Strategies Active Search) miss strategic complexity of at least two sides¿ (innovators and funders) interaction through competition and collaboration in different and changing settings. Strategic complexity based on interdependence of multiple players with their own motives, expectations, characteristics, and goals, cannot be accounted for by partial views that do not consider the dynamics sectors whose changes may mean a complete reversal of reality factors and trends and even the appearance of massive conceptual chasms that may steer a sector in a radically different direction (Sierra, 2014). Funding innovation in energy sector is about more than how much money is put into the sector or how profitable that investment is. Energy production, distribution and usage involve many different types of approaches and problems. Some of those problems can be tackled through the development of new approaches and solutions; however that brings on the problem of who can and should fund such R&D projects and how can they be actually funded. Is it the government or the private companies that can do it better? (Soete, Verspagen, & Weel , 2010) What is the role of energy consumers? Who benefits more directly from the R&D (Research and Development) carried out in universities or other non-firm research centres?
