Descripción
According to current projections in less than two decades two of every three human beings will live in cities (Bauman, 2005), insecurity in urban centers is increasingly wide spreading and therefore has become a top priority in all public agendas for countries both industrialized and in process of industrialization. There is sufficient evidence in favor that there is perception of security, whenever spaces are embraced by the community and this in turn influences the opportunity of the crime, for we only care about things that we believe our own (Rau, 2005). This requires the inclusion of the community, not only as an object of intervention in terms of 'passive victims' (Sepulveda, the bridge, Torres, & Tapia, 1999), but in its active role as actors that may exercise social control over their neighborhoods. The participation of social groups during the diagnosis and formulation stages of an urban and architectural project becomes necessary to ensure the acceptance and embracement of the design by the community (Ciocoletto, and others, 2011). Through a social inclusion perspective and the use of participatory action methods (McIntyre, 2008) such as 'social mapping' (Muxi, 2011), this project aims to incorporate the topic of security into architectural design, applied to the renewal of the Market Square in the city of Palmira, Valle del Cauca. The cooperation of the Mayor, who is responsible for the project and the support of Col.lectiu Punt 6- a group with headquarters in Catalonia that offers reflections and proposals regarding the construction of more secure urban spaces from a gender perspective- guarantees the projects feasibility, realization and implementation. Palmira is one of the twenty municipalities prioritized by the National Government Policies regarding Security and Peaceful Coexistence. In May 2013, the city was visited by a delegate of the European Union who supported the comprehensive Security Plan for Peaceful Coexistence in the municipality for 2012 - 2015. This is one of the core programs of the city current administration. Palmira has 350.000 inhabitants and is amongst the richest cities of the department since taxes from both the mills and the airport goes to the city. The Market Square, object of this research, is located at the city center, since it is the only one of its kind is the main source of food supply for Palmira. This project is part of my doctoral research. Project that seeks to establish the relationship between some aspects of the built environment and the opportunity for crime in distressed neighborhoods using participatory action methodologies. We hope that the findings achieved in this project may contribute to the incorporation of good architectural practices in urban policies in Colombia. This proposal is aligned with the social responsibility programs at the Javeriana University in Cali and is articulated to the curriculum of Placing and Maxi valids progams, which are integrated projects for the career in architecture in this university. The results of this research are directed mainly to architects, urban planners, government agents, associations and institutions with inference in urban policies that are interested in making urban environments safer places for everyone.
