Abstract

With the aim of discussing the issue of substance use and dependence, a comparison was held
between diagnostic criteria in DSM-IV Diagnostic Manual and the ICD-10, a literature review
from an epidemiological perspective and public health actions undertaken at national level. In
light of the outcome, it follows that increases in epidemiological data makes possible to regard it
as a public health problem around the world and to consider the risk for a person to become
abuser or dependent on one or more substances as laying in the interrelationship between the
substance used, the consumer and the environment in which he lives. This interrelationship can
be a field where the National Policy on Reduction of Psychoactive Substances makes sense.
