Abstract
The Colombian government, in accordance with the constitutional mandate, presented to
Congress, the National Development Plan (PND) 2018-2022 “Pact for Colombia, Pact
for Equity,” which was approved by Law 1955 of 2019. According to the Constitution,
the PND "is the roadmap that establishes the government objectives, setting programs,
investments and goals for the four-year period ..." The reflections and proposals included
in this document refer to the main components of the PND, the reforms involved, the
Multi-Annual Program of Investments that accompanies it, and that refers to the fiscal
budgets of the years 2019 (approved and in process of execution), 2020, 2021 and 2022,
as well as to its apparent omissions, without pretending to exhaust it and less to cover its
entirely . They are presented with the intention of contributing to the national debate and
to the improvement of public policy decisions.
