Abstract
The educational system is a permanent training process where students are trained from initial education to higher education. We propose a model for the articulation of university programs with respect to state tests to relate students' knowledge with knowledge and the areas in which they intend to act. The model uses a systemic approach to relate the use of resources, the purposes originating from the strategic plans and the valuesthat constitute the institutional qualities oriented towardsthe mission and vision that an organization pursues
