Abstract

In Latin America, digitization of public management (PM) has been perceived as a way to solve classic State problems. But there is a confusion between improving governance and e-governance. The challenge lies in the congruence between three dimensions: a) to redefine the relationship between public bodies and citizens, i.e. the context of the PM; b) to redefine the relationship between the objectives and the means of the PM, i.e. its processes; c) to redefine the scope of the PM, i.e. its justification. This text proposes three conclusions. 1) Participation through the new information technologies does not solve the dilemma of the democratic legitimacy of public administrations. 2) The confusion between means and ends makes digitization only useful if accompanied by administrative simplification. 3) Digitization and citizen participation perpetuate the objective of the classical GP: to solve the expressions of socio-economic complexity without seeking to reduce it.
