Abstract

The aim of this paper is to analyse the governance of the planning regime in the province of García Rovira in order to understand the connections between the levels and actors of territorial planning in a context of decentralisation and sustainability agendas. It contributes to the scarce literature related to planning actors, multilevel governance and decentralisation. This network analysis shows that municipal technical entities have little influence on the planning network, and the lack of an actor to formally coordinate the interaction between the different levels limits the regional vision of the planning regime. It is also found that, despite the implementation of a decentralisation process, the multilevel governance analysis reveals that planning is still governed by a top-down logic. The methodology focused on primary data offers a deeper understanding of the reality, allowing for cross-checking the results with secondary documents and interviews. In conclusion, there is evidence of poor coordination between planning actors, leading to a disconnect between national sustainability levels and goals. This suggests that national policies are not always adjusted to the specific needs of municipalities.
