Abstract

An analysis is made about the conception of the citizen in public management models, and how these are determined by the type of democracy that predominates in contemporary states. It consists of three parts: 1) main elements of liberal and republican democracy 2) how these elements materialize in the New Governance and the New Public Service 3) how these models configure different types of citizens. Finally, an invitation is made to rethink the so-called crisis of democracy, proposing the strengthening of models that conceive an active citizen, capable of managing their problems in a communitarian way.
