Abstract
From the early 1990s, programs have been carried out in Colombian
cities to reduce the use of fi rearms based on police control, on highly
educational programs for compliance with regulations and on grassroots initiatives for changing regulations. These measures have been
recognized as one of the pillars that have led to improving security
conditions in the country’s large cities. This document considers the
characteristics of an integral disarmament plan, accompanied by a
review of the characteristics of the disarmament programs that have
had the most impact in the country.
