Abstract
Colombian National rules as 388/97 law, in such a diverse territory respecting conditions and characteristics, has widespread scenarios to propose management policies, promotion and management of urban attributes. This has causing contrasts and realities that often affect the urban planning and municipal dynamics, resulting in socio-economic imbalances. The Decree 1504/98 proposes standards to develop indicators for the management of effective public space and to execute projects and plans on the stage of intermediate cities, bringing implications of strong impact on urban development. In this research, the collateral damages because of applying the decree are studied, according to the urban characteristics of Manizales.
