Abstract
To obtain strategic information about thedifferent actors in the bio-industrial clusterin western Colombia, related to decisionmaking and interventions that lead to thecompetitive development of the cluster andthe region, a model based on technologicalinnovation in similar schemes was designedto measure the critical fields and factors ofcompetition. The paper presents: (i) thefields and factors that have an impact ondevelopment and competition in the cluster,and (ii) an analysis of evaluation and meas-uring schemes that have been developed forsimilar cases at an international, national andregional level. The paper presents a proposalfor evaluating and tracking the fields andfactors, based on constructing an theoreticframework, identifying tracking and evalu-ation systems, structuring the monitoringsystem, and defining and adapting the meas-uring model. The importance of some fac-tors on development and competition isevidenced, as is the need to measure themand generate strategic information that willsupport decision making and public policydesign.
