Abstract

This article presents the results of an investigation that analyzed the challenges of democracy in
contemporary Colombian society through online citizen participation practices. A cross-sectional descriptive
study was carried out, using quantitative and qualitative data collection techniques aimed at analyzing the
citizen participation practices of university students in the city of Cali-Colombia. From a population of
1,233, a representative sample of 740 students was taken to whom an electronic questionnaire was applied
and, later, through intentional sampling, discussion groups with 42 participants were developed. Three axes
were proposed based on the general principles of digital democracy (E-democracy): Consultation, political
control and transformative participation. As a result, it was found that online citizenship practices are not
complemented by offline citizen practices, a situation that is described as a challenge for digital democracy
that is massive in information and highly restricted in action. Therefore, it is concluded that digital democracy
has not meant a greater commitment to the socio-political transformation of society by young people who
exercise the mechanism of citizen participation online.
