Abstract
Colombia and Peru have a significant strip of the Pacific Ocean due to their size and geographical position in South America. Colombia signed, but has not ratified the United Nations Convention on the Sea (198), although it has incorporated several of its concepts. Colombia has had a weak maritime awareness, development and foreign projection in the Pacific, although it has made progress between the governments of Juan Manuel Santos and Iván Duque. Peru did not sign the treaty, in the midst of its dispute with Chile, but manages a concept of maritime domain (Mar de Grau) that collides with some of these definitions and emphasizes its strong fishing industry and its transpacific awareness of international insertion, including its membership to APEC. Both conceived the Pacific Alliance, created in 011, as a strategic axis for their insertion in Asia–Pacific, economic integration, development cooperation and international projection. Both have committed to achiev-ing the Sustainable Development Goals (SDGs) and the UN 030 Agenda. Consequently, the objective of this chapter is to analyze the role of Colombia and Peru in terms of conservation and sustainable use of the Pacific Ocean, by SDG number 1, as South American States and partners of the Pacific Alliance, beginning with the launch of the Agenda 030 in September 015.
