This research contributes to the industrial symbiosis area by identifying the moderation effect of regional localization and its influence on the relationship between risk perception and the industrial symbiosis adoption process in a developing country. The methodology was a geographical weighting analysis to analyze our data. This technique allows us to study the effect of each variable under study in a specific geographical area, identifying the prevalence of risks in companies. A survey was applied to companies from different economic sectors with high energy consumption that have conducted industrial symbiosis processes to some degree. The results show that the financial and performance risks are essential in determining whether to implement industrial symbiosis. The regions succeed in performing a decisive role in implementing changes in waste disposal and the results that follow
