This document investigates the checks and balances performed to the City Council during Jorge Ivan Ospina’s government (2008-2011). It is focused on this government due to the social-economic and infrastructure progress that was proposed in his Development Plan ¨ To live life worthily¨ (“Para Vivir la Vida Dignamente”). The main purpose of this plan was to return the hope to the city which was living in stagnation due the decisions, actions and omissions of previous local governments. This took the city to accept the National Goverment requirements; forcing it to sign in the 550 Law, and losing authority over its Public Services Company (EMCaLI) (Victoria, E; 2008 – 2011)
