Description
Present research is oriented to the identification and analisis of various factors that affected the political class circulation -understood as the percentage of elected councilors on each electoral year and that in the studied period (1992-2015) they had not been elected in any of the previous elections- and composition of the institutionalized political class conforming the Cali´s Muncipal Council over the last eight govern periods. It is carried on the development of an empirical research that does not asociate a priori the circulation grades with the higher political pluralism dimension between democratic regimes. From this, that it is proposed that it's not enough with knowing the circulation levels inside the Cali´s Municipal Council, but it has to be precised to know the changes on its composition this one makes refference to the different kinds of leadership (professionals, amateur, outsider, insider) that took part of the corporation during the period-. Political class circulation and composition will be approached in the study from an explanatory relation between the institutional factors (electoral rules), the actors -factional dynamics and kind of leadershipand over contexts.
