    Civil Engineer from the Pontifical Catholic University of Peru (1968). Master's Degree in Urban Planning from New York University (1969-1971). Master's Degree in Economic Development (1979) and Doctorate in Economics (1982) from Boston University. Full professor at the Pontifical Xavierian University since 1999 in the Department of Economics, where he was director of the Master's program in Economics. He was General Manager of the Central Bank of Peru and Technical Director of the National Planning Institute of Peru. IMF advisor to the Central Banks of Guinea-Bissau and Angola between 1994 and 1999. His research and publications have focused on topics such as financial development, globalization, and economic policy. He has been a professor and lecturer at several universities in Latin America.
